PALESTINE, GESTO CONCLUDES PLAN TO PROMOTE SUSTAINABLE ENERGY

Palestine, 14 September 2023

Gesto recently concluded a Plan to Promote Sustainable Energy Use on Palestinian Industries. This was Gesto’s first assignment in the Middle East.

The project consisted of an assessment and upgrading of policies, and support for the implementation of measures to promote sustainable energy for Palestinian industries, being part of the MOUSTADAMA Programme: Promoting an Energy Sustainable Palestinian Industry. The MOUSTADAMA Programme is an initiative funded by the European Union and implemented by the United Nations Industrial Development Organization (UNIDO), in partnership with the Ministry of National Economy in Palestine (MoNE) and in cooperation with Palestine Energy and Natural Resources Authority (PENRA).

For this assignment Gesto performed a comprehensive overview of the required local technical grid rehabilitation or upgrade, within an identified area with presence of industrial activities and facilities, supported with financial feasibility studies showing the incidence of net metering or alternative similar metering schemes, with power storages integration, enforcement on the revenues, profits and loss of earning/loss of opportunities for the Distribution Company and industries.

The project also included a strong Capacity Building component which took place last August, with week-long training sessions on topics such as “Battery Storage Systems for Utilities”, “Energy Service Companies Rules and Regulations” and “Net Metering Issues for the Industrial Sector”. The sessions were attended by nearly thirty participants from such institutions as the Ministry of Local Governorate (MoLG), the Palestinian Energy and Natural Resources Authority (PENRA), the Investment Promotion and Industrial Estate Agency (IPIEA), the Ministry of National Economy (MoNE), the Palestinian Electricity Regulatory Council (PERC) and the Palestinian Solar Initiative (PSI).
