Angola’s Electricity Distribution Company (ENDE), jointly represented by the Implementation Committee of the Fixed Assets Cadastre Project (CAF), selected Gesto for the “Implementation Consultancy of the CAF Project for the Electricity Distribution Company”, ENDE in Angola. ENDE is responsible for the distribution of electricity at 60 kV and below for the end users in three separate networks – northern network, central network, and southern network and the isolated off-grid systems supported by fuel generators. Angola’s distribution and sub-distribution systems operate at 60 kV, 30 kV, 15 kV, 6.6 kV, 3.3 kV, and 400 Volts. The Ministry of Energy and Water (MINEA) plans the interconnection of the three regional electricity networks to create a national network with higher voltage levels (400 kV, 220 kV, 150 kV, 110 kV and 132 kV) and an interconnection with the neighboring countries. Electrification is considered by the Government as a critical component for socioeconomic development in Angola and is being promoted in both urban and rural areas. As part of the Energy Sector Reform Aid Programme (ESRAP) of the African Development Bank (BAD), ENDE seeks to implement a Fixed Asset Management System.




The main goal of the project is to help ENDE in conceiving an innovative solution for Fixed Asset Registration and Management in Angola. Gesto will develop a National Asset Registration Campaign in order to generate a nationwide electrical asset database that will feed the Asset Management Software – SGA, developed and implemented by Gesto for ENDE.

The Assets Management System that Gesto will develop for ENDE will be devoted to the technical history record of the primary and secondary facilities and financial data that will produce contributions for the General Accounting Department for creation of financial reports and analysis of the necessary revenues. The Asset Management System will serve to support service management, providing a clear overview of all assets, where they are located, when their collateral expires, when are services, maintenance and replacements need, and of course, an overview of the depreciation associated with the asset. With all of this information being gathered into a single interconnected database.




The Project will be divided in 11 activities:

It will begin with the analysis of the current situation and with the gathering of the existing information, which sufficiency and quality, the speed of its availability, are decisive factors for the design of quality solutions. The baseline definition will result on the creation of an Asset Dependence Framework, which will define all types of different assets.

After the identification of the different types of existing Assets Gesto will define the technical specifications of the Asset Coding System which will be in line with the current accounting rules for Asset Management and Depreciation in Angola. An Asset Coding and Registry training will be provided to ENDE technicians and Study and Support Materials will be developed.

Gesto will also develop an Implementation Plan for the National Asset Registry Campaign, which will be implemented after ENDE’s technicians have undertaken the previous training sessions. After the approval of the Implementation Plan, the National Asset Registry Campaign will be launched and Gesto will help coordinate ENDE’s technicians in the effort to identify, register and georeferencing all Assets of ENDE. The National Asset Registry Campaign will result in a nationwide database of all ENDE’s assets which will then feed the SGA – Asset Management Software, which will be developed and implemented by Gesto.
