Cape Verde Legislation against Electricity Theft and Fraud

CONTEXT

In 2013 the level of non-technical losses of electricity in Cape Verde was 29%. In the island of Santiago this value was about 43%, which translated into one of the most expensive electricity rates in the world.

The theft of energy was a widespread practice and there was a sense of impunity on the part of those who stole, and it was necessary to update the legal framework in order to punish the theft and fraud of energy.

OBJECTIVES

The Cape Verde legislation against electricity theft and fraud Project objective was to assist ELECTRA supporting DGE on the development of the legislation against electricity theft and fraud.

DESCRIPTION

he Cape Verde legislation against electricity theft and fraud project included the support to the Ministry of Tourism, Investment and Business Development in preparation of legislation to establish the legal framework to combat theft and fraud on electricity sector and establishing control measures of housing electricity supply system (Law # 73 / VIII / 2014).
