CONTEXT
With the development of the PTSE – Programa de Transformação do Sector Eléctrico Project, three new entities were created in the Electricity Sector of Angola, Prodel, in Electricity Production, RNT, that operates the National Transmission Grid and ENDE responsible for distribution and commercialization.
The Transformation Plan (PTSE) also enacted several other changes in a complete restructuring of the electrical sub-sector of Angola.
A major part of this restructuring was made possible through the revision of the general act of the electric sector – general electricity law. The revision of this diploma created the need to revise and update existing legislation, namely the organization and structure of the regulations for the activities of production, transport, distribution and commercialization of electricity.
OBJECTIVES
The main goal was to review current legislation in order to ensure adaptation to the transformation of the electricity sector put in place by the PTSE – Programa de Transformação do Sector Eléctrico Project
Gesto was responsible for reviewing and updating the existing legislation under the new sector framework:
Electricity Production
- Review the Power Production Regulation (Decree-Law 47/01)
- Develop the project for the basis for the establishment of concessions of the electrical-producing plants connected to the National Power Grid
- Create a regulation for “Small Off-Grid Systems” – Complementary Regulation
Transport
- Power Dispatch Regulation (Presidential Decree nº3/11)
- Interconnection and Network Access Regulation (Presidential Decree nº 19/11)
- Electricity Transport Regulation
- Develop the project for the basis for the establishment of concessions of the National Power Grid
Distribution
- Power Distribution Regulation (Decree-Law nº 45/01)
- Develop the project for the basis for the establishment of concessions of the LV Power Grids
Develop the project for the basis for the establishment of concessions of the HV and MV Power Grids
DESCRIPTION
The review and updating of legislation also included the concentration of existing legislation in order to facilitate access and understanding of regulation by stakeholders in this sector with some very relevant advantages:
- Creation of a single document in order to facilitate its understanding
- Avoid inconsistencies
- Avoid repetition
- Facilitate compatibility with other regulations such as the Regulation of Commercial Relations
