MOZAMBIQUE, STRATEGIC ENERGY PLANNING INSTRUMENT CONCLUDED

Gesto successfully concluded the development of the consultancy project for the Elaboration of a Planning, Monitoring and Evaluation Manual for the Ministry of Mineral Resources and Energy in Mozambique.

The project, developed under a joint venture between the Gesto and MRC was concluded, culminating in the delivery of the final version of the Planning Guide Instrument, empowering MIREME with a roadmap and concrete guidelines for Energy Planning, therefore enabling MIREME to be an active player in the Energy Planning of Mozambique.

This new planning tool, developed and adjusted to MIREME, provides tailored methodologies for the development of future energy planning exercises in Mozambique, including for instance concrete roadmap of tasks, activities, timeframes and necessary inputs in terms of data and informations, should MIREME decide to develop the planning exercise by itself or resorting to external consultants.

The importance of the Planning Guide Instrument for MIREME was highlighted by Mr. António Manda, MIREME’s Planning and Cooperation Director, which stated: “Electric energy is one of the main factors that contribute to combating poverty, stimulating economic growth and industrialization in the country. The progress seen in recent years in terms of increasing rural electrification and access to energy represent a set of new opportunities and challenges for the Sector, namely to ensure the implementation of the rural electrification program through the combination of options for connection to the National Electric Grid (REN) and autonomous distribution systems, thus promoting the diversification of the energy matrix, through the increasing use of renewable energies; universal access by 2030, which will allow for the improvement of the conditions of social services in health, education, water in rural areas, dynamization of income-producing activities, including job creation and self-employment; and export of excess energy to the regional market.

 Therefore, it is with great appreciation that we present to the esteemed users, this guiding instrument for Planning, Monitoring and Evaluation of the Electricity Sector, which was supported and financed by the Belgian Cooperation for Development “Enabel,” within the scope of the CB MIREME project /ARENE, to which I express my thanks for the partnership and collaboration in the development of this manual. Although this manual is aimed at the electricity sector, MIREME recognizes the importance of the need to develop a guiding instrument for the Integrated Planning of the Energy Sector. This is justified by the fact that the country is experiencing an important moment in the development of its various energy resources, such as Natural Gas, Mineral Coal and Renewables”.
