CONTEXT
Installation of prepaid energy meters in Angola started in 2006, where currently about 1 million meters are installed and operating.
Prepaid energy metering was one of the new aspects introduced in the Angolan Energy Sector after the PTSE – Programa de Transformação do Sector Eléctrico, a multi-year transformation plan of the Angolan Energy Sector that resulted in the merger of ENE and ENEL into a unique countrywide electricity utility ENDE.
ENDE’s business model was restructure to accommodate the implementation of prepaid meters instead of traditional metering solutions. Yet, a gap on the legislation regarding prepaid metering still existed.
With the exponential growth of prepaid meters it became necessary to update existing legislation in order to improve its operability.
OBJECTIVES
The main goal was to review current legislation in order to ensure adaptation to the reality of the new commercial model of ENDE.
Angola’s focus on prepaid metering lead to an obsolete legal framework that required a deep revision in order to accommodate the new commercial model of the energy sector.
The goal of this task was to develop that new legal framework.
DESCRIPTION
With the development of the PTSE – Programa de Transformação do Sector Eléctrico Project, three new entities were created in the Electricity Sector of Angola, Prodel, in Electricity Production, RNT, that operates the National Transmission Grid and ENDE responsible for distribution and commercialization.
The PTSE – Programa de Transformação do Sector Eléctrico Project established that prepaid meter would be the way forward for ENDE, and therefore a new commercial model was developed and implemented.
Yet, the existing legal framework was not adapted to operationalize this new commercial model. Gesto, therefore develop a new legal framework adapted to the new reality of the electricity sector in Angola. A legal framework that is still in place to this day.
