CONTEXT

The Rural Electrification Master Plan of Liberia was motivated by the extremely low electrification rate in the country, which was around 2% nationwide when the project started. As the electrification rate was even lower in most rural areas, a long-term development strategy for the country had to include rural development, being fundamental to provide them with electricity.

Considering the needs for electricity, along with Liberia’s goal of achieving a 35% rural electrification rate by 2030, this project serve as a strategic roadmap for providing access to improved energy services as well as integrating energy into rural development programs and activities, taking into consideration other cross-cutting issues such as gender, energy efficiency, and environmental protection.

 

 

OBJECTIVES

The overall objective of the “Liberia Rural Electrification Master Plan” project was to develop and demonstrate a Rural Energy Strategy and Master Plan for Liberia and aims to:

  • Serve as a strategic roadmap for providing access to improved energy services as well as integrating energy into rural development programs and activities, taking into consideration other cross-cutting issues such as gender, energy efficiency, and environmental protection;
  • Promote energy enterprise development;
  • Assess renewable or hybrid generation alternatives;
  • Research and develop renewable energy technologies locally;
  • Establish standards for equipment and services;
  • Establish a central repository for all information on rural and renewable energy activities in Liberia.

 

 

DESCRIPTION

This project included the analysis of Renewable and hybrid generation sources, together with the already existing or planned projects and grid expansion studies in order to achieve the set targets. As the development of the first comprehensive solar and hydro maps of Liberia, together with the comprehensive Geographic Information System (GIS) database in collaboration with the Liberia Institute for Statistics and Geo-Information Services (LISGIS) and apply the least cost geo-spatial “Network Planner” methodology to Liberia. The Master Plan was formulated on the basis of well-defined project selection and prioritization criteria designed to ensure enhanced energy access with equity, sustainable development and optimal use of indigenous and renewable resources.
